Update from Bring Home L.A. - Los Angeles Services Authority report on regional homelessness strategies over the next ten years in Los Angeles County.

The report will document the number of homeless individuals county wide and is expected to highlight the chronic homeless problem. Based on a directive from the federal government, the goal is to reduce chronic homelessness by 50% in the region in 18 months. This is expected to be challenging and require new housing sites and programs. Westside is the first COG to be formally involved and will represent a model for the region.

Adoption of City Council action on resolutions - Cities' reports on consideration and adoption of Westside Cities COG resolution.

Beverly Hills, Culver City, Santa Monica and West Hollywood have adopted the COG homeless resolution.

Santa Monica Program Review - Update on City of Santa Monica efforts to address homelessness.

Staff reviewed an April 2005 report to the Santa Monica Council which summarizes current policy, programs and advocacy efforts. Current research is underway to identify best practices across the nation related to chronic homeless initiatives focusing in particular on the nature of coordination and collaboration between cities, county government, non-profits and the business community. A “best practice “workshop will be coordinated by COG staff, followed by a law enforcement and legal roundtable. Santa Monica staff offered to share resource materials on sobering, urgent care and related programs.

 Culver City RFP - Report on project and objectives for Culver City

This project will select a contractor to provide assessment, outreach, tracking and case management for the homeless in Culver City with the ultimate goal of connecting individuals to housing.

Review of Publicly Owned Surplus Property - Continuing discussion of available service sites including the West Los Angeles Veterans Administration property.

Staff will continue to look for opportunities for underutilized sites for the provision of housing and services. The West Los Angeles VA site is actively being pursued as a regional housing site for veterans.

Regional Coordination and Advocacy - Discussion of strategies and action steps on program coordination and advocacy efforts.

Santa Monica asked for input on the type of person that could make a difference as a leader to end homelessness in our cities. Discussion ensued on the stature, focus and skills that will be desirous. Participants expressed support for the concept with particular interest in strong regional leadership to focus this effort.
