Update On Exposition Light Rail Phase 1 to Culver City EIR; Phase 2 to Santa Monica Planning

Metro staff provided an update on the EIR for phase one which will be considered by the MTA Board on December 15, 2005.  COG members agreed to send representatives to demonstrate support. Cities staff discussed the importance continued advocacy for funding for phase two to be initiated with planning and route refinement.  A suggestion was made that the COG may want to consider hiring a firm to market/lobby on the Westside transportation projects.

Red Line Extension Policy Options/Peer Review Panel Timeline

The peer review panel has given positive indications that subway tunneling work can be accomplished safely. The subcommittee will promote keeping all options open on route identification so that Santa Monica Boulevard is given a full analysis as a logical alternative in planning and scoping of the project. Mayor Briskman and Councilmember Heilman requested staff to arrange a meeting with LA Mayor Villaragosa on a Westside extension of the subway and asked that MTA staff request that the extension be referred to as the Westside extension rather than the Wilshire Redline extension.  Discussion ensued on the merits of hiring an MTA or Federal lobbyist by West Hollywood and Beverly Hills. The report will be presented to the following MTA committee meetings: Executive Committee November 17, 2005 at 9 am; Construction November 17, 2005 at 10:30 a.m.

METRO Long Range Transportation Plan

Exposition LRT phase 2 to Santa Monica is currently included in the funded component of the plan; the Westside subway extension is included in the strategic unfunded portion. CD 11 spoke of LA efforts to include a Lincoln /LAX light rail improvement project. Key dates for advocacy before the MTA Board on the LRTP will be the January meeting where budget direction is given ; March where a draft plan is considered; and June when the Board will adopt the LRTP. MTA meetings are held the fourth Thursday of the month starting at 9:30 am; committees are held the week before.

  • Meeting with LA Mayor on Westside Transportation priorities

  • November 17 MTA Committees 

  • December 15 MTA Board advocacy for Expo phase one to Culver City.

  • Continued work on phase two to Santa Monica with Supervisors Yaroslavsky and Burke; Congressional delegation. 

  • January, March and June LRTP advocacy before the MTA Board

METRO Stakeholder Advisory Group on Multi-County Goods Movement

Kate Vernez received an invitation on behalf of the Westside COG to participate in the Metro Stakeholders advisory group on Multi-County Goods Movement. Santa Monica will attend the group as time permits and  Claudette Moody who will be attending the meetings for Director O’Connor will advise of issues of interest to the COG.
