A.  SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENT (SCAG) PRESENTATION ON GROWTH VISIONING (10 minute presentation)

Staff (Lynn Harris) from the SCAG will provide an overview of the Growth Visioning project currently being undertaken by SCAG.  The consultant team of Fregonese/Calthorpe is conducting a planning process that will address growth in the SCAG region over the next 20-30 years.

B.  COG DEVELOPMENT

Information concerning formalizing the Westside Cities COG including finalizing the JPA and Bylaws; identification of Michael Jenkins, Law Offices of Jenkins and Hogan, for pro-bono legal work for the first year; and next steps.

C.  ESTABLISH CRITERIA FOR PRESENTATION TO SUMMIT/COG

As word of the formalization of a Westside Cities COG is spreading, staff has received a number of requests for presentations to be placed on upcoming agendas.  This item asks for identification of criteria for outside presentations to be consistent with COG goals. (See attached Draft Mission Statement).

D.  WORK PROGRAM DEVELOPMENT

Information to discuss development of COG work program and priorities. (See attached work program areas for preliminary discussion).

E.  SCAG - REGIONAL COUNCIL DISTRICT REPRESENTATIVE FOR THE WESTSIDE CITIES

Discussion of interest in serving as Westside Representative; set March 28, 2003 as election date.
