Update on the Westside Cities Mobility solutions and action plan. Discussion of fiscal realities/financial considerations. Request for direction on setting priorities for long term solutions and presentation of related documents for City Council's consideration in Fall 2003.

B. STATE BUDGET FALLOUT: STATE/LOCAL FISCAL REFORM
Overview of fiscal consequences, outstanding legal and administrative questions stemming from the State Budget. Briefing by League of California Cities representatives on fiscal committee activities and ballot initiative update. Review of other Statewide Fiscal reform measures

C. UPDATE ON COG FORMALIZATION
City Councils' approval of JPA and By-Laws. Secretary of State filing. Preliminary direction on developing next year's agenda. (Mission Statement, Joint Projects list and Preliminary Work Program Attached)

D. SIX CITIES ENERGY EFFECIENCY PROJECT
Overview of West Hollywood and Santa Monica participation in consortium to implement energy efficiency projects.
