Adoption of By-laws Amendments (redlined version and proposed final version) to reiterate role, term and election process for Chair and Vice Chair as specified in the JPA; and to replace the “Technical Advisory Committee” with the “City Managers/City Staff Committee" charged with periodically formulating and presenting recommendations to the Governing Board.

Report back from City Managers/City Staff Committee regarding recommended policy to control and safeguard investment of WCCOG funds as required by Section 15, WCCOG Joint Powers Agreement and regarding the type, amount and cost of the bond to be carried by person(s) having access to WCCOG property as required by By-Laws Article IV (D).

Report back from the City Attorney RE Brown Act parameters relating to more than two Councilmembers from any individual WCCOG city attending WCCOG meetings and participating in agendized discussions.

Report and Recommendations from the COG Homeless Issues Committee on advocacy regarding regional homeless solutions/initiatives; Los Angeles County Plan; Santa Monica Homeless Community Court; Los Angeles City Council Homeless Committee Actions; inter-agency coordination/continued advocacy of proposal for therapeutic housing for homeless veterans on the West Los Angeles VA campus.

Update on Westside Transit Issues including efforts to modify/influence funding for Exposition Light Rail, above-grade separation at Washington/National; the Westside Subway Extension; Metro's Long Range Transportation Plan; INFO-only discussion and public education strategy RE State Transportation Infrastructure Bond Issue; and follow-up from May 5 Transportation Symposium 2 Action Plan.

Intergovernmental Relations – League of California Cities Briefing on State Fiscal/Legislative Issues.  Report back from City Managers/City Staff Committee regarding language to guide response to future legislative, state or regulatory body imposed unfunded mandates; Status of proposed real property exchange of the West Los Angeles U.S. Army Reserve Center and new FBI office development.

Land Use Planning: General Plan Update Coordination.

E. Formulation of an official WCCOG position RE Prop 63.

COG staff appointment of an alternate to Metro policy advisory committee on congestion mitigation fee on new development to pay fair share for transportation improvements that mitigate traffic impacts on regional systems.
