Throughout the last year, Los Angeles’ representatives to the Board of
the Westside Cities Council of Governments (“WCCOG”) verbally requested
that the Board consider modifying its method of taking action. Section
7(D) of the WCCOG Joint Exercise of Powers Agreement provides as
follows:
Actions taken by the Governing Board shall be by a majority of the
voting representatives of the Governing Board which are present with
a quorum in attendance, unless by a provision of applicable law,
this Agreement, the Bylaws or by direction of the Governing Board, a
higher number of votes is required to carry a particular motion.
In response to the request by Los Angeles, at its meeting of __________,
2005 the Board by minute order adopted the following policy:
The
parties will endeavor to achieve consensus on an issue under
consideration prior to any party calling for a vote pursuant to
Section 7(D) of the Joint Exercise of Powers Agreement.
It is the Board’s expectation that the foregoing policy declaration will
satisfy the concerns expressed by Los Angeles and lead to a fully
collaborative working relationship within the WCCOG.
