Joint Programs

TRANSPORTATION AND MOBILITY

  • Westside Mobility Advocacy Toolkit: The Westside Cities have developed this toolkit, including a sample advocacy letter, to encourage greater public support of and involvement in seeking funding for Exposition Light Rail to Santa Monica and the Westside Subway Extension.

  • Westside Cities Mobility Study: Undertaken by the cities of Beverly Hills, Culver City, Santa Monica and West Hollywood, the study focuses on practical short and long term transportation solutions such as multimodal facilities, capacity expansion, better transit linkages, incentives for mixed-use development, regional light rail and other public transit strategies.  It provides an action plan to work with the City of Los Angeles, the Metropolitan Transportation Authority and state and federal officials and agencies.

  • Joint MTA "Call for Projects": The cities of Beverly Hills, Culver City, Santa Monica and West Hollywood submitted applications for MTA Funding of short term improvements:

    • Westside Cities' Pedestrian, Rapid Bus and Bike Linkage Toolkit

    • Westside Community Transit Information/Security Centers

    • Real-time Motorist Parking Information System Demonstration

    • Santa Monica Boulevard Streetscape Enhancement

  • Senior Transportation Programs:  Beverly Hills and West Hollywood coordination of programs including "Dial a Ride" shuttle and taxi coupons

  •  Westside Walkable Cities Program: Pedestrian Education Program

SOCIAL SERVICES COLLABORATION

  • Homeless and Human Services: Staff from all cities work on regional homeless efforts through the Westside Cities COG Homeless Issues Committee, as well as serving on several standing committees and projects related to the Los Angeles Homeless Services Authority (LAHSA), the Westside Food Bank (providing food to 20 Westside Agencies) and New Directions (a private non-profit agency located on the VA campus in Brentwood).  Also, efforts related to regional shelters and a regional "Sobering Center" are underway.  The COG has been active in advocacy for homeless veterans and establishment of a Westside urgent care facility, initiated the Westside Hospitals Working Group, and is a supporter of Los Angeles Homeless Connect in December 2006. Staff works through several social services committees such as LA County Childcare Planning Council and often shares human services information and strategies (e.g., copies of RFPs, approaches to funding reductions) amongst all the cities.

HOUSING

  • Projects with Westside Cities and/or City of LA funds:

    • Project New Hope - 1637 Appian Way -SM & County and City of LA HOPWA funds

    • New Directions - 11301 Wilshire Blvd (VA Grounds) - City and County of LA funds, Beverly Hills, Culver City, LAHSA funds, Santa Monica

LAND USE

  • Livable Boulevards Symposium

  • Shared landscape information and maintenance: Group of representatives from cities of Beverly Hills, Culver City, Santa Monica and West Hollywood exchange information related to trees, innovative pest management, changes in maintenance practices.  Beverly Hills and West Hollywood have shared landscape maintenance projects.

  • Subregional Planning:  Collaborative efforts such as monitoring adjacent development, LAX Airport planning, responding to SCAG mandates and participation in the "Compass" Visioning Project.

  • Land Use/Planning: Development of fees to fund transportation

ECONOMIC HEALTH

  • Telecommunications Committee:  Group of representatives from all the cities (including LA) who meet periodically to share information on telecommunications developments.  The topics range from cable franchises, fiber optic and wireless technology, antennae, above ground utility boxes, power lines, coordination of fiber optic transmission lines and utility under-grounding.

  • Citations: Joint RFP's with the Westside Cities for Citation Collections and Citation Hearings

  • Westside Economic Development Council

ENVIRONMENTAL ISSUES

  • Westside Water Quality Project

  • Solid Waste & Recycling Committee:  Group of representatives from all the cities plus L.A. and County Sanitation District who meet monthly to coordinate programs

  • Utility Trench Cut Policy Committee:  Group of representatives from Westside Cities plus L.A. who meet occasionally to establish common standards for dealing with utility companies trenching roadways, and pavement restoration requirements

  • NPDES - Storm Water Pollution Compliance:  Group of representatives from all the cities plus other cities from the Santa Monica Bay watershed who meet monthly to coordinate compliance with the NPDES permit requirements and negotiation of new permits with the Regional Water Quality Control Board

  • Hyperion Sewage Treatment Plant: Group of representatives from Westside Cities plus the County Sanitation District who meet occasionally to coordinate our compliance with contracts and negotiation of new contracts with the City of L.A. for the services of the Hyperion Treatment Plant.

  • Used Oil Recycling:  Group of representatives from Westside cities to coordinate using the State grant funds for public education and outreach

  • Electronic Waste Recycling:  Group of representatives from Westside Cities to coordinate hosting electronic waste roundups

  • SMURRF (Santa Monica Urban Runoff Recycling Facility):  Santa Monica/L.A. joint on-going project for treatment of stormwater pollution

  • Six Cities Energy Efficiency Project:  West Hollywood and Santa Monica are both members of this consortium carrying out energy efficiency projects within each of their jurisdictions over the next 2 years, funded by a grant from the CPUC/State

  • Water Efficiency:  Beverly Hills, Los Angeles and Santa Monica are each member agencies of MWD, working on water efficiency conservation, etc.  West Hollywood receives water from City of L.A., MWD member

  • Animal Care and Control: Beverly Hills, Culver City and West Hollywood meet quarterly with County Animal Control staff to identify, evaluate, review services.

SAFETY/HOMELAND SECURITY/TERRORISM ISSUES

  • Emergency Preparedness/Mutual Aid:  Disaster Management Area "A" includes the cities of Beverly Hills, Culver City, Santa Monica and West Hollywood and was formed to encourage inter-agency cooperation.  Area "A" cities coordinate disaster training and preparedness activities
